Riel Recreation Park Redevelopment
Overview
The redevelopment of Riel Recreation Park is in full swing. This first-rate recreation park continues to be a source of pride for St. Albertans, and as the development proceeds the recreation amenities will all be upgraded to reflect current standards.
The need for redevelopment originally arose from the federally mandated requirement to remediate the decommissioned landfill and sewage lagoon to address environmental concerns. City Council recognized that this requirement also presented the City with an excellent opportunity to significantly enhance the site's current facilities so they directed Administration to proceed with a phase approach to redevelopment.
To manage this large and costly project a master plan was developed in 2006 which included a 4 phase approach to the site remediation and redevelopment. The development of the master plan and the subsequent phased planning has been involved many hours of stakeholders time as well; Big Lake Environmental Support Society, the St. Albert BMX Club, the Kinsmen Club, St. Albert Rugby Club, St. Albert Soccer Club, Saint City Rotary Club, and the Canoe and Kayak Club all contributed significant time and energy toward supporting the development of this project.
Site Phase 1 was completed in 2009 and Phase 2 is fully funded and underway now, and is planned to be complete by year end. Phase 3 and 4 is in the early design stages and St. Albert City Council will make a decision about funding for this stage of the project as part of the 2011-2013 Budget Process.

Phase 1
Construction is complete and includes the following:
- Multipurpose artificial turf field complete with lighting, bleachers and a maintenance garage
- 92 fully serviced seasonal RV Park complete with 50-amp power, water and sanitary sewer at each stall, as well as washroom and shower facilities for park users
- Nearly 600 paved parking stalls
- Reconstruction of Rodeo Drive and installation of new utility service lines

Phase 2
This phase includes the following;
- Clay capping and grading of the area
- Replacement of current Kinsmen Rodeo Grounds infield and grandstand
- Replacement of current BMX track and buildings and relocation of the track to north of the multi-use sports field
- Capping and grading of Rotary Park area
- Installation of tables, benches and signage by the St. City Rotary Club

Rotary Park
• Complete top soil and seeding on-going, seeding to be completed in next two weeks

Phase 3 and 4
Design work is ongoing and scheduled for completion in July of 2010. Construction, which includes the capping and grading of the soccer and rugby fields, is dependent on future funding.
