Notice to Landlords and Tenants

Important Changes to utility billing process effective June 1, 2011

The City of St. Albert has amended its utility billing practice affecting landlords and tenants; utility bills will be sent to the property owner listed on the title, not to the tenant as is the current practice.

  • All new or changing tenant accounts will only be set up in the property owner’s name.
  • Property owners will be responsible for ensuring that utility bills are paid.

    There is a transition period affecting existing tenants*:

    • All existing tenant accounts in good standing will remain in the tenant’s name until the tenancy changes or the account falls into arrears.
    • If the existing tenant’s account falls into arrears, the City will pursue collection from the tenant. Thereafter, the account will be converted into the property owner’s name and they will be responsible for ensuring payment of future utility bills.
