Form-based Zoning

Smart Growth will be implemented through Form-based Zoning (FBZ), a new way to regulate land use.

FBZ focuses primarily on the physical form of the Public Realm. The Public Realm is a municipality's most defining characteristic and is defined by the streets, buildings and public spaces and how they effectively work together to create vibrant, livable places.

The Form-based approach focuses on the form of the urban environment and its design and allows more flexibility to address changes over time.

Shift in Focus for Land Use

  • Conventional zoning focuses primarily on use
  • Form-based zoning turns it around and places a greater emphasis on design
